Peter Schenk Directorate general for regional and Urban policy confereThe Baltic Executive Programme: Unboxing the Sandbox is a new leadership programme designed to help organisations unlock the full potential of transnational cooperation.

The programme is initiated and funded by the Swedish Institute, as part of its work with Horizontal Action Capacity, while development and recruitment has been organised with the Norden Association, the CPMR Baltic Sea Commission and the Secretariat of Union of Baltic Cities.

The programme targets local and regional level in the Baltic Sea region, particularly senior elected officials and heads of administrations. The programmes are non-technical in nature, seeking to empower officials and administrators to be more active in the world of projects that is often dominated by project specialists with their own discourse of project terms and acronyms.

As a result of this cooperation, politicians and civil servants from CPMR Member Regions, potential members and municipalities from all eight EU countries in the Baltic Sea Region have taken part in the pilot three module programme.

The first module took place in Warsaw (22-24 February), the second in Riga (11-13 April) and the final module took place in Tallinn (13-14 June).

The programme has enabled a closer dialogue with National Coordinators, DG Regio and other relevant stakeholders of the EUSBSR. Discussions are currently ongoing about the possibility of a Baltic Executive Programme for late autumn, 2017.
